... The Constitution reads: "Everyone shall have the right to freedom of expression without interference. This right shall include freedom to seek, receive and impart information and ideas of all kinds, regardless of frontiers, either orally, in writing or in print, in the form of art, or through other media of his/her choice."
"Freedom of the press and mass media as well as freedom of artistic creation is guaranteed. Press freedom shall, in particular, include the rights enumerated hereunder: that censorship in any form is prohibited."
"The press shall be granted institutional independence and legal protection to enable it to accommodate different opinions and ensure the free flow of information, ideas and opinions that are necessary in a democratic society," reads the same Constitution.
Article 19 of the Universal Declaration of Human Rights guarantees freedom of expression in unambiguous terms.
It reads, "Everyone has the right to freedom of opinion and expression; this includes the right to hold opinions without interference and to seek, receive and impart information and ideas through any media and regardless of frontiers." The International Covenant on Civil and Political Rights, which Ethiopia ratified on June 11, 1993, reaffirms freedom of expression in the following terms: Everyone shall have the right to freedom of opinion; everyone shall have the right to freedom of expression; this right shall include freedom to seek, receive, and impart information and ideas of all kinds, regardless of frontiers, either orally, in writing or in print, in the form of art or through any other media of his choice. Moreover, the African Charter on Human and Peoples' Rights, which Ethiopia ratified on June 15, 1998, guarantees the right to freedom of expression.
